A1: Only car parks that are registered at the Building Department except car parks for cargo handling and car parks that are used for daily or hourly rental.

A2: The car park management can submit an application as long as it meets the application qualifications of the subsidy program, but all the charging infrastructure or charging equipment that has been installed before submitting the application will not be subsidized. In addition, if the installed charging infrastructure or charging equipment involves service contracts or agreements signed with other parties or institutions, the parking lot will not be eligible for application.

A3: The applicant must specify all parking spaces in the car park that are to be included in the installation of electric vehicle charging infrastructure when submitting the application. As long as the car park spaces included in the project do not include individual parking spaces whose owners refuse to be included in the subsidy scheme, an application can be submitted.

A4: Unless the car park’s covering has been approved by the Buildings Department, the parking spaces will be regarded as outdoor parking spaces.

A5: If the car park is under the jurisdiction of more than one Incorporated Owners, each Incorporated Owner can only submit one application.

A6: The applicant should cover all qualified parking spaces when submitting the application, otherwise individual parking space that is not included in the application may face greater cost and technical difficulties in the future when they decide to install EV charging infrastructure.

A7: In this case, the parking spaces owner should finance his/her own EV charging infrastructure or opt for a monthly subscription plan offered by the EV charging service provider.

A8: Before submitting the application, the applicant must contact the power company for a preliminary assessment of whether it has sufficient power supply. Applicants are required to provide basic information (such as car park floor plan, number of parking spaces, the location of charging facilities/chargers to be installed, and the location of switch rooms, etc.). If the electrical power is insufficient, the power company will provide suggestions and feasible solutions for the applicant’s consideration including whether it is necessary to expand/add a transformer or the sub-switch room.

If the power is insufficient to install at least 50% of the single-phase 32A charging of all applied parking spaces, applicants have to wait for the power company to install transformers. This will usually take three years to increase the power supply or use an intelligent power management system called Load Management System, which is provided by the electric vehicle solution provider like Cornerstone Technologies.

(I) The housing estate absorbs the extra expenses
(II) Reduce the scope of the project (Re-size)
(III) Re-Tender
(IV) Cancel the application (Withdrew)

A14: If the cost of electric vehicle charging infrastructure installation exceeds the funding limit, the applicant may consider modifying the scope of the project, or canceling the application. He can look for suppliers in the market that provide electric vehicle solutions and infrastructure construction to provide a one-stop solution and flexible professional plan.

A15: The Registered Electrical Contractor (REC), however since the project of the EV-Charging at Home Subsidy Scheme may take a long period of time to complete, it is strongly recommended to engage a supplier with the prior experience in installing EV charging projects.

A16: Any official meeting minutes during the board meeting, or authorization letter signed and issued by the Deed of Mutual Covenant Manager Company, or any appropriate official documents, are all acceptable.

A18:
At least three times:
(I) Vote and appoint 2 authorized persons + resolution to apply for the subsidy scheme;
(II) Engineering consultants: notify the winning consultant and the winning price + voting for consultant’s appointment
(III) Contractor: Notification of the winning contractor and the price of the winning bid + voting for contractor’s appointment.
A19:
(I) If the 40% of the parking spaces are hourly/daily rental, none of the parking spaces in this 40% is eligible for the subsidy program. The remaining 60% might be eligible.
(II) Anyone (including developers, Incorporated Owners, or DMC managers) who has 40% or more parking spaces, none of the 40% is eligible for the subsidy scheme.

No, each charger must be connected to an independent meter (installed by the power company)
18.1. Q: By the way, if there are many parking spaces, what should I do if the housing estate cannot find a suitable place to attach the meter?
(I) Reduce the scope of project coverage (Re-size)
(II) Cancel the application (Withdrew)

A22: The fire detection system can be included in the subsidy scheme when presenting the installation engineering specifications. The applicant should note that if the subsidy amount is not enough to cover the total cost of the installation project, the applicant shall bear the excess amount.

A23: The subsidy plan does not have comprehensive support and protection. Applicants are required to purchase maintenance and insurance for the entire set of equipment at their own expenses or may consider a monthly fee plan from suppliers that provide EV charging solutions and infrastructure. The monthly fee from such supplier will include Free consultation, installation, repair, maintenance, insurance and after-sales service, etc.
