Q1: What kind of car park is eligible for this scheme?

A1: Only car parks that are registered at the Building Department except car parks for cargo handling and car parks that are used for daily or hourly rental.

Q2: If the car park has already installed electric vehicle charging infrastructure partially, is the car park still eligible for the subsidy scheme?

A2: The car park management can submit an application as long as it meets the application qualifications of the subsidy program, but all the charging infrastructure or charging equipment that has been installed before submitting the application will not be subsidized. In addition, if the installed charging infrastructure or charging equipment involves service contracts or agreements signed with other parties or institutions, the parking lot will not be eligible for application.

Q3: If the owners of some parking spaces refuse to cover their parking spaces with the electric vehicle charging infrastructure, can an application for the subsidy scheme still be submitted?

A3: The applicant must specify all parking spaces in the car park that are to be included in the installation of electric vehicle charging infrastructure when submitting the application. As long as the car park spaces included in the project do not include individual parking spaces whose owners refuse to be included in the subsidy scheme, an application can be submitted.

Q4: Can an applicant build a cover over an outdoor car park with canvas or fiber sheet and other materials, so that the car park is considered as a non-outdoor parking space?

A4: Unless the car park’s covering has been approved by the Buildings Department, the parking spaces will be regarded as outdoor parking spaces.

Q5: : If the car park is divided into different areas and managed by different Incorporated Owners (IO), can a joint application be submitted for the entire car park?

A5: If the car park is under the jurisdiction of more than one Incorporated Owners, each Incorporated Owner can only submit one application.

Q6: Can I apply for the subsidy scheme only for the qualified parking spaces within the car park?

A6: The applicant should cover all qualified parking spaces when submitting the application, otherwise individual parking space that is not included in the application may face greater cost and technical difficulties in the future when they decide to install EV charging infrastructure.

Q7: If the Environmental Protection Department (EPD) does not approve the application from the housing estate, how can the housing estate still get charging facilities installed?

A7: In this case, the parking spaces owner should finance his/her own EV charging infrastructure or opt for a monthly subscription plan offered by the EV charging service provider.

Q8: Before submitting the application, how can the applicant find out if there is sufficient electrical power for the number of EV chargers to be installed?

A8: Before submitting the application, the applicant must contact the power company for a preliminary assessment of whether it has sufficient power supply. Applicants are required to provide basic information (such as car park floor plan, number of parking spaces, the location of charging facilities/chargers to be installed, and the location of switch rooms, etc.). If the electrical power is insufficient, the power company will provide suggestions and feasible solutions for the applicant’s consideration including whether it is necessary to expand/add a transformer or the sub-switch room.

If the power is insufficient to install at least 50% of the single-phase 32A charging of all applied parking spaces, applicants have to wait for the power company to install transformers. This will usually take three years to increase the power supply or use an intelligent power management system called Load Management System, which is provided by the electric vehicle solution provider like Cornerstone Technologies.

Q9: Besides using the Smart Tender (the e-platform of EHSS), can I invite the listed engineering consultants and/or the contractors to provide the quotation?

A9: No, all the applicants must go through “Smart Tender” under EHSS.

Q10: If the project price exceeds the upper limit of the subsidy scheme when the applicant opens up a tender to find a contractor, and the applicant decides to withdraw the entire funding scheme application. Who will be responsible for the remaining 70% of the consultant fee?

A10: The applicant is responsible for the remaining 70%.

Q11: If the contractor’s bid price is higher than the market price set by the Environmental Protection Department, how much subsidy will the applicant receive?

A11: The subsidy provided will be based on whichever lower price.

Q12: If the bid price from the contractor is higher than the market price, these are the options the applicant can go for:

A12:
(I) The housing estate absorbs the extra expenses
(II) Reduce the scope of the project (Re-size)
(III) Re-Tender
(IV) Cancel the application (Withdrew)

Q13: If the installation project cannot be completed at all due to different reasons, will the remaining funding be issued?

A13: In this case, the remaining funding will not be issued.

Q14: If the cost of electric vehicle charging infrastructure installation exceeds the funding limit, can the applicant accept funding from other organizations to complete the installation project?

A14: If the cost of electric vehicle charging infrastructure installation exceeds the funding limit, the applicant may consider modifying the scope of the project, or canceling the application. He can look for suppliers in the market that provide electric vehicle solutions and infrastructure construction to provide a one-stop solution and flexible professional plan.

Q15: What kind of contractor is eligible to be the contractor for EV-Charging at Home Subsidy Scheme (EHSS)?

A15: The Registered Electrical Contractor (REC), however since the project of the EV-Charging at Home Subsidy Scheme may take a long period of time to complete, it is strongly recommended to engage a supplier with the prior experience in installing EV charging projects.

Q16: If the applicant is a Deed of Mutual Covenant Manager, what other documents are required besides the resolution of the board of directors?

A16: Any official meeting minutes during the board meeting, or authorization letter signed and issued by the Deed of Mutual Covenant Manager Company, or any appropriate official documents, are all acceptable.

Q17: If the applicant is a Deed of Mutual Covenant Manager, is it necessary to hold an Annual General Meeting before applying for the subsidy scheme?

A17:It is not necessary.

Q18: If the applicant is an Incorporate Owners, how many Extraordinary Annual General Meetings are required during the application process?
A18:
At least three times:

(I) Vote and appoint 2 authorized persons + resolution to apply for the subsidy scheme;

(II) Engineering consultants: notify the winning consultant and the winning price + voting for consultant’s appointment

(III) Contractor: Notification of the winning contractor and the price of the winning bid + voting for contractor’s appointment.
Q19: In the case of a single owner owning 40% of the parking spaces, is the project still eligible for the subsidy scheme?
A19:

(I) If the 40% of the parking spaces are hourly/daily rental, none of the parking spaces in this 40% is eligible for the subsidy program. The remaining 60% might be eligible.

(II) Anyone (including developers, Incorporated Owners, or DMC managers) who has 40% or more parking spaces, none of the 40% is eligible for the subsidy scheme.
Q20: Is the installation work done up to the Miniature Circuit Breaker (MCB) on each floor only? And when an EV owner needs to install an EV charger, does s/he have to pay for the installation of infrastructure from the MCB board to his/her EV charger?

A20: No, the installation project must be implemented up to the isolator at every parking space.

Q21: Is the applicant allowed to install only one electricity check meter to monitor all the electricity consumption of all the EV chargers installed?
A21:
No, each charger must be connected to an independent meter (installed by the power company)

18.1. Q: By the way, if there are many parking spaces, what should I do if the housing estate cannot find a suitable place to attach the meter?

(I) Reduce the scope of project coverage (Re-size)

(II) Cancel the application (Withdrew)

Q22: Can I get subsidies for installing a fire detection system at a car park space that does not have a sprinkler system?

A22: The fire detection system can be included in the subsidy scheme when presenting the installation engineering specifications. The applicant should note that if the subsidy amount is not enough to cover the total cost of the installation project, the applicant shall bear the excess amount.

Q23: After the completion of the EV-Charging at Home Subsidy Scheme, is there any other support? Such as public liability insurance, after-sales service, etc.?

A23: The subsidy plan does not have comprehensive support and protection. Applicants are required to purchase maintenance and insurance for the entire set of equipment at their own expenses or may consider a monthly fee plan from suppliers that provide EV charging solutions and infrastructure. The monthly fee from such supplier will include Free consultation, installation, repair, maintenance, insurance and after-sales service, etc.
